As a result of anthropogenic climate change, the risks of extreme weather events and the costs of protecting against them have increased globally. Thanks to the findings of attribution theory, it is possible to differentiate between inherent climate variability and the consequences of anthropogenic climate change and to allocate the costs accordingly - with corresponding consequences for the loss and damage debate.
